The difference in the girls' body language in the balcony scene really kills me. Shiori's communication is far from the best and she definitely shoots herself in the foot, but she at least shows herself willing to look at Juri, move to stand next to her, and touch the railing with an open hand. You can tell she wants to connect with Juri again, even though she fully expects that Juri won't forgive her for her past actions, which she sadly turns into a self-fulfilling prophecy.
Juri, on the other hand, rejects her with every fibre of her being; she refuses to even do such much as look in Shiori's general direction. Yet she lies and tells Shiori she has nothing to worry about, despite the fact that her body language makes it extremely obvious that she's still angry at her... and when Shiori asks her what's with her locket if she was never in love with the brown-haired boy, Juri barely shows any acknowledgement of the question; she just pauses in the doorway for a brief moment before walking off.
I don't understand how people can watch this scene and still think Juri never does anything wrong with regards to her relationship with Shiori. If she tried harder to have something resembling a proper conversation with her, then perhaps both girls could've been a lot happier; but because she can't be bothered to actually talk to her or even look at her in the scene as it happened in canon, it's little wonder that Shiori gets pissed off and assumes Juri only looks down on her. I've said it before, but it bears saying again: while Shiori does the more active harm in their relationship, Juri also contributes significantly to the problems between them.
